Energy Consumption

Metering the consumption of fuel and energy resources is organised by the Company in accordance with the relevant standards, regulations and specifications in electric power engineering, heat and gas supply. The fiscal metering of power consumption in Transneft subsidiaries is performed using the automated measuring and information system of energy monitoring and metering (AMIS EMM). Furthermore, the Company uses the data provided by the automated system of electric power technical metering (ASEPTM).

Key areas of improving the electrical energy metering system at the Company:

  • Forming a multilevel energy metering system with centralised data processing;
  • Ensuring that the electric power consumption data collected at each interval are as complete as possible;
  • Increasing the information transparency of the electric power market due to the formation of complete energy balances;
  • Calculating and analysing actual and acceptable electric power imbalance for electric plants of Transneft subsidiaries;
  • Creating automated systems and databases to monitor the dynamics of electric power consumption by months and years and its correspondence with the dynamics of oil and petroleum products turnover;
  • Reducing the level of commercial and technical energy losses due to their expedite detection and localisation;
  • Accepting the metering devices of Transneft subsidiaries and their inclusion in AMIS EMM while simultaneously retrofitting supply points with reference metering devices.

Transneft has developed and is implementing the Energy Saving and Energy Efficiency Enhancement Programme for 2018-2023 to save energy resources. As part of the Energy Saving Programme, organisational and technical measures are being taken. Energy inspections (audits) are performed along with introduction of the energy management system and the development of key performance indicators (KPI).

Technical Measures of the Energy Saving Programme

  • Oil pumping process modes optimisation
  • Pipelines’ inner surface and mud trap filters cleaning
  • Replacement and repair of pumping equipment, including rotor replacement
  • Use of pump variable frequency drives
  • Replacing the packaged transformer substation and transformers
  • Electric motor replacement and repair
  • Introduction of digital excitation systems for synchronous electric motors equipped with digital motor field regulators
  • Introduction of LED lamps, including with motion and light sensors
  • Optimisation of the operational algorithm of heat recovery ventilation
  • Revamping of electrochemical protection systems
  • Installation of infrared heaters
  • Revamping of storage tanks (floating roof installation)
  • Optimising the operation regimes of oil heating stations
  • Installation of heat pumps
  • Conversion of the boiler house from petroleum to gas
  • Introduction of automated burners
  • Thermal insulation repair and replacement
  • Installation of reflector panels behind heating radiators
  • Setup of automated control systems to adjust the temperature mode, as well as of thermostatic radiator valves; using the “standby” heating mode
  • Regular mode adjustment and cleaning the inner surfaces of heating grids and boilers
  • Overhaul of heated and lighted buildings
  • Setup of thermal and electrical energy metering devices
  • Installation of energy-efficient and heat-saving window sets
  • Upgrading the fleet of motor and special-purpose vehicles
  • Provision of water metering devices

The targets of the Energy Saving and Energy Efficiency Enhancement Programme of Transneft for 2018-2023 for the Company’s business units engaged in oil and petroleum products transshipment to other types of transport are:

  • Decrease in the power consumption rate for oil and petroleum products transportation, transshipment, acceptance, discharge, loading and delivery (thousand kWt/h / million t/km) under comparable conditions
  • Reduction in the consumption of energy resources (gas, thermal and electrical energy, fuels and lubricants) used for internal consumption and process needs when providing services related to oil and petroleum products transportation over trunk pipelines under comparable conditions.

The year 2018 was declared by Transneft as the Year of Energy Saving. The Company continued taking technical measures to reduce energy consumption, including the erection of a solar park at the Russian Electric Motors enterprise under construction in the city of Chelyabinsk, installation of a boiler house prototype with enhanced efficiency parameters at the Perm RPD and creating a solar park at Transneft Volga Region.

The Year of Energy Saving 2018’s Results:

  • 18,595 toe have been saved to the tune of RUB 438.7 million, including 111,764 thousand kWt/h of electrical energy, worth RUB 376,524 million
  • Reduction of electricity consumption by 0.8%
  • Reduction of overall electric power consumption by 0.9%.

The 2019 plan calls for the saving of 11,873 toe of energy resources in 2019, including 77,113 kWt/h of electrical energy. The total consumption of electrical energy is to go down by 0.5%.
